The Tophian Watchman appeared irregularly and returned to find cities changed, offices reassigned, and disputes already in motion.

The fragments describe a citizen willing to police disruption, threaten probation for reckless officers, and demand summaries after absence. The tone was blunt, but the concern was civic: who was trusted with force, and who would stop them when they failed?
