The Five rebuilt authority as differently as they rebuilt homes.

Toph elected Callista Terrafall as its first Earth Empress for a measured term, surrounding the office with ministers, debate, and the threat of removal. Nibiru chose Pauley to lead and named advisers from among those who knew its ice, roads, and people. Solaris trusted Numbers with representation and trade. Mount Hua looked to Luna Davies. Emeraldis placed its confidence in an Emerald Steward whose personal name was lost from the surviving civic register.

None ruled without argument. Citizens debated term limits, merit, councils, forgiveness, defense, and who had earned the right to speak for them. Those arguments were not a failure of government. They were government beginning.

The oldest lesson in the ledger is simple: an office lasts for a season; the record of how it was used lasts longer.
